So you'd never see anyone with a backup of coins, theyd just use it and get powerful. They would torture a soul and extract its divine spark and use it as a source of personal power. They aren't on a divine plane and aren't necessarily wizards or sorcs and, barring a select few, aren't worshipped enough to be given any additional power in that way. Normally they'd just Southern Baptist torture a soul and consume their energy. In DiA they introduced the idea of a soul mint and all that. The gods agreed and the Pact Primeval was signed." Therefore, Asmodeus proposed that he and his fellows be given the right to wring divine energy out of the souls they tortured as a substitute. However, if Asmodeus and his angels moved their workplace to Baator, they would be unable to draw power from the gods to conduct their duties. Therefore, Asmodeus proposed to shift the site of torture to what would be Baator, so the gods did not need to look at it anymore. He argued again that he simply followed divine law and did his duties, and again, the gods could not counter him, but they couldn't abide souls being punished in a place where they could see the cruelty. "While the gods understood the necessity of punishment, they had a problem with souls being punished within their lands. They were also partially for the blood war and partially for Asmodeus also wanted them to consume for healing his true form. Souls never really did anything prior to DiA other than provide a source of power as devils didnt have divine or arcane power sources per set. Those who show great aptitude are given more power and authority as you help hell. One of the other big ways is souls - the contracts, negotiations, or just generally corruptions done with mortals to taint their soul or lock it into damnation. Once they have some intelligence they can get promoted a number of ways: continued slaughter, showing cleverness in battle, doing things for higher ranking devils, killing rivals / higher devils, etc.You are showing your chain of command, all the way to Asmodeus, that you are more beneficial being higher up and making decisions than being low level and led to slaughter. Based on how many demons they kill at first (they are mindless) they get promoted into more. The main thing was that everything starts as a Lemure. Soul Coins and cars didn't exist until DiA. In Pathfinder's Rise of the Runelords, 7 powerful wizards created artifacts called Rune Wells, where they stored the souls of those who bore their mark, and hence their soul were promised to the Runelord upon the bearer's death. with each devil owning an estate where its slaves do whatever work. So where do they keep them? Avernus is a battle-ground, otherwise I could see Avernus being divided up into countries, states, counties, cities, towns etc. And besides, it seems that Greater devils would have trillions if not more souls, to both reflect their status, and gain them those promotions. It's clear that even Lemures CAN work their way up the devil hierarchy, so they can't all be turned into coins. Now I know there is the Soul Coin exchange, and Mammon can convert souls into currency, but certainly not all souls/lemures are turned into currency. But devils, even lesser ones (though not least ones) can own souls. Mortals who die in Avernus are re-born in the River Styx as Lemures.
